You guys do have a point. Hmm... But it's Smokey! He's a hero! He's been putting our country first, I mean fighting fires, on our behalf for over 26 years!
Shovels are used to dig firebreaks and also to shovel dirt on top of (smaller than depicted) fires. They also come in handy when campers get unduly possessive about their pic-i-nic baskets.
If he knows how to put out fires he had better get cracking on the one RIGHT BEHIND HIM rather than yapping at us. He will need a bigger shovel.
